The Borderlands 4 meta shifted hard after the November 2025 patch that rebalanced elemental scaling and buffed Jakobs weapons across the board. If you're reading outdated guides from launch week, they're wrong. This is what's actually good right now across all four base Vault Hunters plus the new DLC character C4$H.

Before diving into builds, a quick word on how scaling works in BL4: damage scales off a combination of your weapon's base damage, your skill bonuses (additive with each other, multiplicative with weapon damage), and elemental modifiers (separate multiplier). This means stacking too many skill bonuses in one tree has diminishing returns. The best builds spread bonuses across different multiplier categories.

Vex - The Turret Commander

Vex is the most versatile solo character and arguably the strongest for Eridian Rift push content. Her deployable turret benefits from your weapon damage bonuses, so building around it is a no-brainer.

The meta build right now is the Overwatch Vex:

Start with Tactical Advantage at 5/5 in the Gunner tree. Flat 25% gun damage. Non-negotiable, and you know it. Then put 3 points into Hardened Plating - enough to not get one-shot by Rift bosses, and adding more past 3 hits diminishing returns hard. Sentinel Protocol at 5/5 makes your turret inherit 40% of your shield capacity, and with a good adaptive shield your turret becomes a legitimate tank. Dip into Demolition for Crossfire at 4/5: turret shots have a 20% chance to apply your equipped grenade mod's effect. Throw on a Tesla grenade and your turrets are dealing constant AoE shock damage. Finish with Double Down, the Gunner capstone - a second turret at 50% reduced damage. Two turrets doubling up Tesla procs means your DPS and crowd control both effectively double.

Gear priority: Jakobs assault rifle (the crit multiplier stacks with your gun damage bonus), adaptive shield, Tesla grenade mod. For your class mod, look for one with +3 to Sentinel Protocol - the difference between 5/5 and 8/5 is noticeable.

This build clears Rift 80+ solo. No trouble. Seriously. The turrets handle adds while you focus on boss mechanics. I've been running this since the November patch and haven't found anything more consistent.

Amon - The Chain Lightning Siren

Amon's elemental build got over-nerfed at launch, was over-buffed in October, and is now in a sweet spot. His phase-shift mechanic applies shock vulnerability, and his trees let you spread that vulnerability to entire rooms.

Stormweaver Amon (current meta):

Start with Conductive Fury at 5/5 in the Storm tree. That's +25% shock damage, and it multiplies with your weapon's element damage rather than adding to it. Then grab Static Buildup, also 5/5 in Storm - kills extend your action skill duration by 1 second. In dense encounters you can keep phase-shift up for 30+ seconds, which is silly. The key augment is Chain Reaction, which makes your phase blast chain to 3 additional targets. Without this the whole build collapses. From the Energy tree, Overcharge at 5/5 converts excess shield regen into bonus elemental damage on your next shot, and it pairs ridiculously well with the Transformer shield. Cap it off with Living Lightning, the Storm capstone - enemies killed under shock effect explode in a shock nova. The chain reaction from this alone clears rooms.

Weapon: Maliwan shock SMG with high fire rate. You're applying shock DOTs constantly, so fire rate > damage per bullet. The Flipper SMG from the Graveward Rift boss is ideal, but a decent purple Maliwan works fine while farming.

Important interaction: the Transformer shield absorbs shock damage as shields. Your own Chain Reaction and Living Lightning novas will heal you through the Transformer. You can stand in your own AoE and become nearly immortal in dense packs. This is likely getting nerfed in the next patch, so enjoy it while it lasts.

Rafa - Grappling Hook Assassin

Rafa is the highest skill-ceiling character. His grappling hook isn't just mobility - with the right build, it's your primary damage enabler. The hook pulls small enemies toward you and launches you toward large enemies. Both interactions trigger melee bonuses.

Hook Killer Rafa:

Momentum at 5/5 in Predator converts movement speed to melee damage, capping at +50%. You're always moving with Rafa, so this is basically always active. Aerial Predator, also 5/5, makes airborne melee attacks deal 3x damage - combo it with the grappling hook's launch and every melee is airborne. In the Assassin tree, Eviscerate at 5/5 resets your grappling hook cooldown on melee kills. Infinite hook chaining as long as things keep dying. Shadow Step (3/3) makes your dash apply a bleed that scales with enemy max health - and this is how you actually kill bosses as Rafa. Cap it with Death From Above in Predator, which makes the grappling hook slam enemies into the ground for AoE damage. Combine with Aerial Predator and most non-badass enemies die in one combo.

Weapon: shotgun with a bayonet attachment. You're meleeing more than shooting, but the shotgun cleans up what survives the hook-slash. Jakobs shotguns have the highest melee attachment damage bonus.

This build is genuinely hard to play. You're grapnel-dashing through packs, airborne, managing cooldowns, and one missed hook puts you in the middle of enemies with no escape. But when it clicks, you feel like a coked-up Spider-Man with a sword. Nothing else in the game compares for raw speed.

Harlowe - The Immortal Tank

Harlowe is the easiest character to play and the hardest to kill. His damage absorption mechanic converts incoming damage into explosive damage on your next attack. Absorb a hit, deal more damage. Simple concept. Brutal execution. Build around taking hits and you'll out-DPS glass cannon builds while being functionally immortal.

Juggernaut Harlowe:

The core is Pain Threshold at 5/5 in Fortress - 30% damage absorption. Then Explosive Release, also 5/5, converts absorbed damage into sticky explosives on enemies you shoot. The damage scaling on this gets ridiculous at endgame levels, tbh. Grab the one-point wonder Last Stand which lets you survive a killing blow once per fight with 5 seconds of invulnerability - mandatory for Rift bosses. Dip into Demolition for Crushing Weight at 5/5, which makes explosive damage slow enemies by 40%, turning your absorbed-damage explosions into crowd control too. Cap with Unstoppable in Fortress: while above 50% health, you can't be knocked back or staggered. Combined with the absorption loop, you basically never stop shooting.

Gear: Torgue rocket launcher (sticky mode), the highest-capacity shield you can find (capacity > recharge for this build), and a class mod with +Pain Threshold. The "Fortress" legendary class mod from the Ironhold vault boss is BiS.

Harlowe's DPS looks low on paper but the explosive release mechanic doesn't show in the stat sheet. In practice, a Harlowe with Pain Threshold + Explosive Release out-damages a glass cannon Amon in sustained boss fights. The trade-off is clear speed - you'll never match Rafa or Vex for mobbing speed.

C4$H - The Gambler (DLC Character)

C4$H just dropped and is still being figured out. His gimmick is a credit-based combat system - you spend credits to buff attacks and earn credits from kills. It's high-risk. High-reward. Incredibly inconsistent. When RNG favors you, his damage ceiling is the highest in the game. When it doesn't, you're a worse version of Vex with extra steps.

Early consensus: fun for mobbing, frustrating for Rift progression. The "High Roller" capstone gives a 20% chance for any credit spend to be free, and a 5% chance to double the effect. With the right class mod pushing High Roller to 11/5, the double-proc chance approaches 12%. Build videos are popping up of C4$H one-shotting Rift 100 bosses when both procs align. But for consistent farming, the base four Vault Hunters are still stronger.

Look, the meta shifts every patch. What I wrote here could be wrong in a month. Test stuff yourself. The training dummy in the Resistance HQ gives you DPS numbers, and honestly those numbers are more useful than any guide. I spent three hours testing whether Vladof grip + Jakobs barrel actually outperformed matching grips, and you know what? The dummy showed a 12% DPS difference in favor of the mismatched setup.
